Dear Iris
One of the main problems with the height is that if you take a sensible ground line especially taking into account the predicted level of the sea with respect to climate change in the next 50 years the top goes up about 1.5 Meters taking the max height above the cliff top to 5 Meters about 21 feet.
This is why I think a maximum height above the cliff top must be stipulated in the side letter.
Is it possible that there is an independent architect who you could get to look at the plans as some aspects don't make any sense.
He/She could also confirm that a retail complex the size of Tescos has A1 & A3 planning permission and only a share of 10 parking spaces. As I am sure you will appreciate my position as a married man, who has experienced shopping in a cafe culture forbids me to comment.

Why they can't publish a list of councillors email addresses and the forthcoming cabinet and council agendas on the council website beats me.
The amount of paper that gets wasted at the moment astonishes me.
